That is why KISTEP underwent a program of expansion and restructuring in July 2001, with the aim of
strengthening the planning function to more efficiently promote national R&D projects and to foster creative
knowledge in science and technology, along with new growth engines. Such initiatives are ultimately geared
towards enhancing Korea's national competitiveness. There are three main functions that KISTEP strives to
fulfill. First, it formulates, coordinates, and supports major science and technology policies, including the
science and technology workforce policy, industry policy, and regional innovation policy, as well as forecasting
the science and technology development trends and evaluating technological impact and standards in line with
the national science and technology planning work. Second, it studies analyzes, and evaluates the science and
technology-related R&D projects implemented by all government ministries while providing support for
coordinating and distributing R&D budgets. Third, it conducts research into domestic and overseas research
planning, evaluation and management systems, as well as disseminate knowledge on innovation, planning
and evaluation fields to domestic and overseas related institutions and experts through education, training
and cooperative efforts.
