Online Forum on the National Basic Plan for Human Resources in S&T(2) - Strategy for Empowering S&T Profession

On September 23th, Korea Institute of S&T Evaluation and Planning (KISTEP), Korea Federation of Science & Technology Societies (KOFST), The Korean Academy of Science & Technology (KAST) co-hosted an online forum on the National Basic Plan for Human Resources in S&T in a rapidly changing future: how to empower S&T profession.

This forum focused on the interest for new digital technologies such as AI, 5G, AR/VR that infiltrated into our business environment, so that it aimed to discuss diverse issues and improvements preparing this change. Its progress followed a COVID-19 guideline, and the forum was streamed online on Youtube, Kakao TV and Naver TV. The replay video will be uploaded on KOFST’s Youtube channel.
 
The opinions collected from the forum will be reflected to ‘the 4th Basic Plan for Human Resources in S&T(’21-‘25)’.

President Min-gu Han (KAST) said: “The main point of this rapidly changing like the Industrial Revolution 4.0 is to foster and promote human resources in STI”. Mr. Doo-won Cha (Cha Doo Won Mobility Institute) and Ms. Hyang-mi Kim (LG Science Park) gave a presentation. Professor Chul-woo Park (Korea Polytechnic University) hosted a panel discussion, and related experts like Professor Kyung-hwa Lee (Soongsil University), Professor emeritus Seung-jo Kim (Seoul National University), Ms. Yu-mi Kim (Samsung SDI) participated in the discussion.

Mr. Doo-won Cha gave a presentation titled as “Change of Generation and Evolution of Educating S&T Profession”, he stressed the role of government in COVID-19 era, the urgency of policy for promoting profession, and recurrent education.
 
Likewise, he highlighted the importance of change from one-sided education to cooperation with both external and internal networks related to business and securing resources, and he suggested the way of open innovation such as providing a variety of education contents to develop professionalism related to career path, and giving options.

Next, Ms. Hyang-mi Kim gave a presentation titled as “Revitalization of re-educating employees to strengthen AI capacity”. AI talent is a essential factor to achieve AI competitiveness, but there’s a gap between ideal hands-on human resources(date scientists) and realistic human resources, so that re-education must be required.
 
AI education for employees is one of current trends, re-education is not enough with the only efforts of enterprises, and thus, government-level supports is needed to set up the system, she stressed.

In the panel discussion, they debated the change of universities and the vision of future human resources.
 



Professor Kyung-hwa Lee highlighted a lifelong education, and she proposed that universities must have a responsibility for fostering future human resources in S&T. Moreover, she stressed that industrial-academic cooperation-based recurrent education and work-learning rotation system are essential, and also job competency analysis, supporting system and establishing environment is needed.


 
Professor Seung-jo Kim suggested It is needed to change the approach to strengthen professors and government-funded institutes research fellows’ professionalism, so that its priority have to be on their autonomy and motivation.




Ms. Yu-mi Kim stressed employees’ adaptability and fostering human resources who have problem-solving skills. For being a successfully change-adapted company, education system and policy are essential, and also government’s efforts to maintain existing workforce without any loss is required.
