KISTEP Think 2021 Online Forum

On December 10th, Korea Institute of S&T Evaluation and Planning (KISTEP) held an online forum named ‘KISTEP Think 2021’, supported by Ministry of Science and ICT (MSIT), The Korean Federation of Science and Technology Societies (KOFST). The forum was aimed to review the major outcomes of STI policy, and to suggest main agendas 2021. The event followed the COVID-19 guideline, the video is available at the link below.

Kim said it is time to consider how we can make the best outcomes with increased R&D budget, and the way to find the solutions to the problems we are facing now, using STI.

He said the forum could serve as a medium to share constructive discussions about the direction of future STI policy in Korea.

Lim presented the 1st talk on “The Major Achievement of National Tasks and the Future Plans”. He emphasized the importance of establishing reliable STI ecosystems based on communications. For this, MSIT will support the followings: ▲Empowerment of STI Management, ▲Effective R&D Management, ▲Creating research-friendly environment of government-funded institutes, ▲Encouraging Effective Communications between STI community and general public, ▲Expanding International Collaborations in the research, ▲Building Originality in core technologies in STI.

Lee presented “A strategy to develop NIS”, he said the world is witnessing unpreceded STI development in human history, and the NIS is providing a strategic solution to national policy making. He suggested ▲Establishment of HRST Policy, ▲Engaging general public to policy making, as a key strategy of NIS.
 
Lee pointed out the responsibility of KISTEP as the government R&D budget is getting increased every year.

The participants of panel discussion are as follows: ▲ (Host) President Woo-il Lee (KOFST), ▲ President Jin Ko (Korea Mobile Internet Business Association, MOIBA), ▲Professor Jun-ho Lee (Seoul National University), ▲President Seok-jin Yoon (Korea Institute of S&T, KIST), ▲Editor Won-bae Kim (Etnews), ▲Director Yo-eop Lim (MSIT).

Ko said we need to establish mid-to long-term policy governance for innovation, and Lee said we need to foster HRST to build resilience in STI of Korea, and it is important to create a research environment using the resources we already have. Yoon introduced a K-R&D innovation model which shows the directions of government R&D. Kim said it is necessary to maximize the efficiency of government R&D.
 

▲ Discussion

Lim said MSIT will try to reflect the opinions from this forum through step by step. Currently both of MSIT and Ministry of Trade, Industry and Energy (MOTIE) are progressing to lunch pilot ‘Challenging R&D’ programs, and also to build related model in Governance level. Lim emphasized that the legal backgrounds are being prepared for a separate management system or methodology to promote creativity in regards to the 'Challenging R&D' programs, and that hopefully it will change the research environment holistically.
