Online Public Hearing on National Research and Development Investment Strategies and Standards in 2022

The Ministry of Science and ICT and the Korea Institute of Science and Technology Planning and Evaluation (KISTEP) held an online public hearing on February 18 at 2 p.m. on the 2022 National Research and Development Investment Strategies and Standards. In the first part of the public hearing, there were presentations on investment strategies, panel discussions, and question-and-answer sessions, while the second part consisted of detailed investment directions and question-and-answer sessions for six technology sectors. The public hearing can be seen again through Naver TV and YouTube channels of the Ministry of Science and ICT.


"The importance of the government's R&D budget is greater than ever in the face of the COVID-19 crisis and the reorganization of the global value chain," said Kim Sung-soo, head of the innovation division at the Ministry of Science and ICT.


In the following opening speech, Kim Sang-sun, head of KISTEP, suggested, "Science and technology investment, the seeds of the future, should be continuously expanded, and wisdom should be gathered to improve performance along with such investment expansion efforts."

In the first part, the general announcement was conducted by Oh Dae-hyun, director of the research and budget division of the Ministry of Science and ICT, and announced in the order of "analysis of science and technology policy conditions" and "the direction of investment in 2022."
 
It presented changes in technology environment such as continuing global risks such as infectious diseases and climate change, accelerating digital transformation, and intensifying competition among countries to secure technological leadership.

In the 2022 National R&D Investment Strategies, as 2022 4 R&D basic strategies, they announced ▲ Strengthen Science and Technology Capacity to Respond to the Crisis, ▲ Increase Economic Recovery and Vitality, ▲ Promote Leading Countries through Opportunity Creation, and ▲ Strengthen Future Innovation based on Inclusion, and explained 10 main investment strategies in each sections.

The panel discussion, consisting of 10 industry-academic experts, was led by Professor Lee Shin-doo of Seoul National University, and Lee Seung Kyu (vice chairman of the Korea Bio Association), Shin Seung-kyu (director at Hyundai Motor Company), Han Eun-mi (professor at Chonnam national University), Kang Se-jong (professor at Korea University), Cho Yoon-kyung (professor at Ulsan Institute of Science and Technology), Lee Hye-won (senior researcher at KIST), Son Jung-rak (Industry and Energy Industry MD at Korea Electronics and Communications Research Institute), Um Nak-woong (researcher at the Korea Electronics and Telecommunications Research Institute), and Oh Dae-hyun (director of Research and Budget Division at Ministry of Science and ICT) freely participated in the discussion.




In the second part, they presented detailed investment strategies for each of the six technology fields (life medicine, foundation base, ICT convergence, mechanical materials, public space, and energy environment) and had time to answer questions on the online bulletin board.
