SEE-KISTEP, Think 2022 S&T Innovation Policy Forum

KISTEP held the ‘SEE KISTEP Think 2022 S&T Innovation Policy Forum’ from December 7th to December 9th.

This event was organized in order to highlight research achievements of KISTEP in 2021 and to suggest 15 innovation agendas in 2022 based on in-depth analysis of  prospective environmental changes related to S&T and innovation.


The event was broadcasted live through KISTEP’s Youtube channel. The offline event took place at KISTEP(Dec. 7~8th) and El Tower Orce Hall(Dec. 9th) according to the government quarantine guidelines.

Byeong-Ho Son, Director General of Research Institute of S&T Innovation and Strategy (KISTEP), has announced the keywords for 2022 as 1) Pax Technica and Global S&T Leadership, 2) a healthy and safe society for everyone, 3) Innovation leader in the digital era, 4) Innovation for Human Resources in S&T(HRST) management and utilization to cope with demographic decline 5) Advancing National innovation system in national R&D 100 trillion era. He presented the 15 Innovation Agendas and suggested future policy tasks releated to the keywords.

① (1) S&T sovereignty in the era of tech war (2) Leadership to become the forerunner of the green transition, (3) State of the art Material•Parts•Equipment technology and value-chain innovation (Strategy M•P•E 3.0)
② (4) Inclusive S&T Innovation for alleviating regional and social divide, (5) Mission-oriented R&D Innovation centered around social problem solving, (6) Championing the growth of the bio-health industry in the post-COVID Era
③ (7) Gaining comparative advantage in the Top3 Digital Technologies accelerating the Artificial Intelligence Innovation, (8) Fostering new convergence businesses through Digital Innovation, (9) Developing the ecosystem of innovative businesses to create new jobs
④ (10) Fostering human resources in S&T and accelerating inflow of global talents, (11) Enlarging support for growth of young scientists and engineers, (12) Strengthening and re-skilling and upskilling human resources according to the job market dynamics
⑤ (13) Reinforcing the government and public sector roles that lead the civil sector innovation, (14) Innovation for national R&D investment and evaluation system, (15) Commencing National R&D outcome technology transfer•commercialization system

For panel discussion, Il-woo Lee (President of The Korean Federation of Science and Technology Societies), Jin Ko (President of Korea Mobile Internet Business Association), Yo-up Lim (Head of Science, Technology and Innovation Office-Science and Technology Policy Division), Seon-hwa Han (Former President of Korea Institute of Science and Technology Information), Hyeong-Deuk Hong (President of The Korean Association for Policy Studies) have participated to further discuss policy implications and implementation plans for agendas.


Sang-seon Kim (President of KISTEP) stated, “There will be paradigm shifts and challenges ahead due to the elevation of competition for technological hegemony and replacement of the Global Value Chain(GVC) by the Regional Value Chain(RVC),”. He added, “We hope that the 15 Innovation Agendas suggested by KISTEP will stimulate further discussions and will mark the beginning of another leap forward for Korea.”
