The debate on the Special Act on the Promotion of National Strategic Technology was held on December 28 (Tuesday) at the National Assembly Hall.


This debate is a place to discuss the legalization of national strategic technology development, securement, and performance spread in consideration of the reality of Korea, which is in the position of a pursuer in a situation in which major advanced countries in the world are fiercely competing to secure technological hegemony. It was hosted by Senator Cho Seung-rae (Deobooleoh Democratic Party, Daejeon Yuseong-Googap).

This debate was chaired by Sohn Byeong-ho, director of the Korea Institute of Science and Technology Planning and Evaluation (KISTEP) and consisted of presentations on national strategic technology trends by Yeon Won-ho, associate research fellow of the China Economic and Trade Team at the Institute for International Economic Policy, and a presentation on the necessity of enacting a special law on the fostering and protection of national strategic technology by Byeon Soon-cheon, KISTEP policy planning director.


At this debate, Director Byun Soon-chun explained the policy trends in the US, China, and Japan, which are strengthening support and establishing core technology areas to secure technological leadership in the competitive environment for technological supremacy. Next, the current status of Korea's national strategic technology development, protection, and management system was introduced, and the response direction for national strategic technology development at the government, corporate, and regional levels was emphasized.


In addition, Director Byun Soon-cheon aims to strengthen the legal basis for securing technological sovereignty in the field of national strategic technology by proposing National strategic technology selection, nurturing and management system, Strategic investment and innovative R&D promotion method and protection system, Expansion of human resource training in strategic technology fields, R&D bases for each innovation entity and promotion of industry-university-research cooperation, Cooperation in strategic technology fields It was proposed to strengthen and establish a Korean-style DARPA.


Lastly, Director Byun Soon-cheon emphasized the expansion of the government R&D role as a national comprehensive system for national strategic technology, and suggested the need to secure technological sovereignty in the strategic technology sector based on the expeditious enactment of the Korean version of the Endless Frontier Act.
