국문요약
본 연구는 연구개발활동에 대한 정부의 재정지원과 성과관리방식의 개선을 목적으로 수행되었다. 민간기업의 연구개발활동에 대한 정부의 재정적인 지원으로는 조세유인과 직접적인 재정지원의 두 가지 방안 이 있는데, 본 연구에서는 정부의 직접적인 재정지원의 효과성에 대한 실증분석을 수행하고 정책적 시사점을 도출하였다.
국가연구개발사업 의 성과관리에 관한 연구에서는, 연구개발사업의 사회 경제적 효과성에 대한 성과관리가 중요해지고 있는 전 세계적인 추세를 소개하고, 연구개발사업의 성과평가의 전통적인 수단인 전문가 평가의 객관성 제고 및 정량적 지표를 통한 성과정보의 보완방안을 제시하고 있다.
영문요약
This study is carried out to develop policy agenda for improving the effectiveness performance management system of public R&D programs and of public spending on R&D activities. The first part of this study examines the effects of tax incentives and government subsidies for firms' R&D activities. Particularly, it empirically examines the effects of government subsidy on firms' R&D activities and develops policy agenda.
The second part of this study examines issues involved in the performance management of R&D programs. It suggests that, for the purpose of setting priorities of public R&D programs, it is imperative to find an effective way of assessing the economic and social impact of R&D programs. In particular, it stresses that improving the objectivity of expert panel and using relevant quantitative performance information of R&D programs are important.
