Progress and Future Prospects of Japan's AI Policy in the Era of Gernerative AI

Abstract
The advent of generative AI in the fall of 2022 has accelerated the evolution of AI policies worldwide. Under the leadership of the Kishida administration, Japan’s AI policies have also been advancing at an unprecedented pace, focusing on two main pillars: promoting AI development and use, and responding appropriately to the risks associated with AI advancements. Additionally, as the G7 presidency in 2023, Japan launched the Hiroshima AI Process. The G7 agreed to present the world’s first international guidelines on AI governance and an international code of conduct for developers. These efforts established a foundation for international interoperability in AI governance, and Japan’s contributions have been highly regarded. This paper provides a comprehensive overview of the development of Japan’s AI policy in the era of generative AI, including the governmental promotion organization. Finally, it reviews recent considerations regarding institutional frameworks for AI safety and discusses the future development of Japan’s AI policy and its role in the global community.
