KISTEP held a forum on ‘Solving fine dust pollution by Science & Technology (S&T) and Social Policy’

Experts in Science & Technology and Social Policy gathered together to find comprehensive solutions for fine dust pollution that is gaining national attention.

KISTEP held a forum on ‘KISTEP Social Problems Connecting Discussion: Problem mapping on fine dust in Korea’ on July 1st (Mon), 2019. The forum began with an opening address by President Sang-seon Kim (KISTEP) and a congratulatory address by Director Min Won Chung (Division of Science & Technology Coordination, Ministry of Science and ICT), followed by presentations and panel-discussion with experts in S&T and social policy.

President Sang-seon Kim addressed that “Fine dust pollution was stated as social disaster and is a serious social problem. But it can be solved as seen from domestic and foreign cases. Exact definition of the problem and feasible policies can be arranged if S&T policy is aligned, and this forum was planed to provide a detailed direction.” Moreover, he also emphasized that he hopes the forum to play a major role in solving fine dust pollution.

Director Seung-Kyu Yi presented ‘The case of air quality improvement in Los Angeles’ and introduced ‘Problem mapping on fine dust in Korea.’
 
*Ministry of Science and ICT established ‘The 2nd Comprehensive Plan to solve the (Social) Problems in People’s Lives through Science and Technology ('18~’22)’ in June, 2018 and designated the Center for Social Innovation Policy at KISTEP as the Center for Social Affairs, S&T Policy in November for its systematic implementation and specific strategies.

Director Seung-Ky Yi analyzed the problem-solving system that is combined work of S&T and social policy for the last 70 years since the LA Smog in 1943, then suggested policy implications of 5 major successes and cases from the renovation of air quality system in LA.

By presenting ‘Problem mapping on fine dust’; he also synthetically analyzed fine dust pollution by total periodic and problem-solving aspects and proposed 19 specific problems based on social demand and opinions of related field experts. Furthermore, he elaborated 5 major progress directions based on fine dust problem mapping. ‘Problem mapping’ is a way to define a problem to analyze social problems synthetically by total periodic and problem-solving aspects and is the unique analyzing tool of Center for Social Affairs, S&T Policy, MSIT. The important part of the mapping is to divide the entire cycle of the problems into 4 stages (cause, progress, status, and influence) and differentiate the resolution of system innovation to solve it to 6 categories (provision of information, product service development, process, group formation, law regulation, and action)

In the following presentation, Director Yi explained ‘5 major promoting directions based on fine dust problem mapping.’ By setting the resolution direction as connecting S&T and social policy based on the opinions from experts, 2 strategies; ▲strengthening S&T evidence to establish policies and evaluations for fine dust, ▲improving the fine dust policy for the public and selecting 8 topics on ‘the integration of S&T and social policy’; can lead the discussion to seek more refined plans of S&T and social policy.

The panel discussion with experts in S&T (7 people) and social policy (6 people) followed to define fine dust pollution and to share feasible solutions. The experts agreed that the connection of S&T and social policy is necessary and conducted in-depth discussions on innovating systems to solve various problems.
