Online Forum on the National Basic Plan for Human Resources in S&T(3) - How to Build a Solid Foundation of Future Generations

On October 7th, Korea Institute of S&T Evaluation and Planning (KISTEP), Korea Federation of Science & Technology Societies (KOFST), the Korean Academy of Science & Technology (KAST) co-hosted an online forum on the National Basic Plan for Human Resources in S&T in a rapidly changing future: How to build a solid foundation of future generations.

This forum was aimed to share a fundamental concern for a direction of HRST policy, and furthermore, to comprehensively discuss the way to establish and improve an educational infrastructure. Its progress followed a COVID-19 guideline, and the forum was streamed online on Youtube, Kakao TV and Naver TV. The replay video will be uploaded on KOFST’s Youtube channel.
 
The opinions collected from the forum will be reflected to ‘the 4th Basic Plan for Human Resources in S&T 2021-2025’.

President Sang-seon Kim (KISTEP) delivered an opening address: “S&T might be the answer to global challenges we are facing, thus building a solid foundation in maths and science is more important than anything else.”
 
Professor Jin-woong Song (Seoul National University), Professor Oh-nam Kwon (Seoul National University) gave a presentation and Professor Beom-hoon Lee (Sogang University), Professor Sung-jin Kim (Ewha Womens University), and Ms. Mi-hyun Son (Muhak Middle School) participated in the panel discussion.

 
Professor Song (Seoul National University) have a presentation, themed ‘Choices for Science & STEM Education’. He emphasized the necessity of infrastructure and lifelong education with an ICT innovation. The focus of education has been innovated from knowledge-centered to individual-centered, and also it needs to coincide with developing the capability of science&STEM.

Next, Professor Kwon (Seoul National University) suggested a strategy in fostering human resources to create environment scientists and technicians can continuously grow. She pointed out some problems such as the rapid digitalization, a major drop in the population, a weak foundation and the educational gap, so he stressed the importance of systematizing primary education.

President Sang-seon Kim hosted the following panel discussion, and the panels discussed education plans for a future generation.
 


Professor Beom-hoon Lee (Sogang University) proposed that universities have to guide the objective of mathematics&science in secondary education, and thus the subjects of college admission should interact continuously and furthermore, he explained the necessity for analysing current policies and curriculums.
 


Professor Sung-jin Kim (Ewha Womens University) emphasized the importance of efficient education system and the interaction between universities-enterprises-educators. She proposed that the person global enterprises need is required to have a solid foundation and flexibility, so highschools should provide a convergent problem-solving education, and universities can flexibly get into the market through communicating with enterprises.
 


Ms. Mi-hyun Son (Muhak Middle School) proposed the necessity of new space innovation for utilizing softwares, etc. She explained schools need the space of simulation where can experience the convergence of technology, information, and science. In addition, it’s necessary to build support agencies and to establish a specific guideline through making a new teaching method and re-educating.
