[Open Forum on Technology Assessment 2020] Precision Medicine: Personalized Medicine and Health Care

On November 6th, Ministry of Science and ICT (MSIT) and Korea Institute of S&T Evaluation and Planning (KISTEP) held an open forum on technology assessment. This forum was streaming online on Youtube and Naver TV following the Covid-19 guideline.

Every year, MSIT and KISTEP performs technology assessment (TA), which is basically a way to forecast and prepare the upcoming technological advancements and their consequences to the society.
The target technology of TA this year is ‘Precision Medicine’, which is expected to bring a medical paradigm shift providing treatment as prevention. This forum is also aimed to gather opinions from diverse group of people since KISTEP has to consider various aspects of society before making plans and strategies in health care system in the future.
President Sang-seon Kim (KISTEP) delivered an opening address, emphasizing the importance of making a policy and institution to respond the upcoming technological advancements and their consequences to the society. Moreover, he advised that the technology assessment has to connect to the positive ripple effect based on the opinions from the experts and the general public.
Director Young-eun Kim (Science and Technology Information Division, MSIT) explained the purpose of the forum and implied his expectation of positive results of new technologies.
The forum consisted of 4 sessions: ▲Session 1: Presentation of Director General Soon-cheon Byun (KISTEP), ▲Session 2: Lecture of Professor Jong-il Kim (Seoul National University), ▲Session 3: Presentation of Professor Sang-wook Lee (Hanyang University), ▲Session 4: Civil panel interviews & Panel discussion in the respective field
The participants of the panel discussion were as follows: (Host)Professor Sang-wook Lee (Hanyang University), Professor Jong-il Kim (Seoul National University), Professor So-yoon Kim (Yonsei University), Ms. Se-young Moon (ES Invester Co., Ltd.), Ms. Kyung-ae Ahn (The Digital times), Dr. Il-yeol Jung (S&T Policy Institute, STEPI), Mr. Seok-chan Yoon (Civil Forum).
Citizens who participated in both online and offline shared their opinions.
MSIT and KISTEP will update opinions discussed in the forum and escalate it to National Research Council of Science & Technology (NST). The book containing the result of technology assessment will be published and distributed to other agencies and institutes, and also can read on MSIT’s website.
