The seminar, in which five S&T policy think tanks in Korea, China, and Japan (KISTEP, STEPI, CASISD, CASTED, and NISTEP) participated, has been held every year since 2006 to discuss the status of S&T policies by country, major research results by institution, and cooperation plans. Due to the spread of COVID-19, seminars have been held online for the past three years (2020-2022), but the 2023 seminar has been held in person to have a more in-depth discussion.

The seminar consisted of 6 sessions under the theme of “Sustainable Development and Scientific and Technological Innovation” and covered △ Highlights of Research Activities in 2023, △ Measurement of Technological Innovation and STI Policies, △ Cultivation, Flow and International Cooperation of S&T Talents, △ New Economic Growth Engines and STI Policies, △ S&T Foresight and SDGs Empowerment to STI Policy, and △ S&T Foresight and SDGs Empowerment to STI Policy.

Byung-Seon Jeong, President of KISTEP, said, “The seminar has firmly established itself as a venue for exchange and cooperation where major S&T policy think tanks from the three countries gather in one place every year to discuss common problems and seek solutions and roles for S&T policy. In particular, I hope that this seminar serves as an opportunity to find ways to continue cooperation in areas of common interest between the institutions such as technology foresight and evidence-based STI policy establishment plans, including sharing research data between the institutions, joint research on analysis methodologies, and country-specific case studies.” The 19th Trilateral Science and Technology Policy Seminar is scheduled to be held in Japan next year, hosted by NISTEP.
